It is a review of a text of enormous relevance insofar as the authors condense part of their experience in the Ministry of Territorial Development and Habitat, which expresses, at the state level, the concern for territorial planning. At the same time, the text emerges from a reality characteristic of the late 20th and early 21st centuries: the rapid increase in inequality as a global phenomenon and the way in which cities reproduce this process in their land use policies.
